We are pleased to announce the appointment of Mulalley & Co Limited and CLC Contractors Limited as our new capital works contractors, marking a significant milestone in the council’s commitment to improving homes and delivering wider benefits for our residents.
In partnership with Norwich City Council, both contractors will deliver essential maintenance and housing upgrades over the next ten years as part of the council’s Housing Revenue Account (HRA) business plan. This includes work on kitchens, bathrooms, electrical systems, heating upgrades, carbon reduction measures such as air source heat pumps and solar panels, as well as windows, doors, roofing, and communal redecorations.
Beyond housing improvements, these contracts will also create local jobs, training, and apprenticeship opportunities, and the contractors will work closely with local community groups to maximise social, economic, and environmental benefits. By appointing two main contractors rather than multiple smaller ones, means greater capacity, better communication with tenants, and reduced administrative costs.

The selection process prioritised quality over price, ensuring residents receive the highest standards of workmanship and service. These contracts will leverage investment to deliver wider benefits - helping to shape communities, improve health and wellbeing, and support local economic growth.
This is a key step in delivering the council’s community-led plan, ‘We are Norwich’, this meets our Fairer Norwich priority to provide good-quality homes for our residents, and supports our Prosperous Norwich priority by growing local businesses through long term investment in our local economy.
