Consultation closed: Houses in Multiple Occupation (HMO) Licensing Policy

Norwich City Council would like to hear from you on our proposals to improve the HMO licensing process.

The draft policy for consultation proposes a five-year standard licence term (changing from the current length of one year). This is to provide stability to continuously licensed properties and to reduce the administrative work of annual applications to the council. The council would still require production of up-to-date certification throughout the five-year period at annual intervals.

Following this consultation, and if the new policy is adopted, the change to the licence term is expected to take effect on applications received from early 2022, a specific date will be confirmed nearer the time.

Next steps

Following this consultation of the draft HMO Policy a number of representations were made and changes have been made to the policy.

A new consultation launched on Friday 25 February 2022 and will run for 4 weeks (ends Friday 25 March).
