Norwich shapes its future in new community-led plan

Norwich City Council has launched a new five-year plan ‘We are Norwich’ with a vision for a fair and thriving city full of ambition.

The community led plan has been developed through extensive citywide consultation throughout November and December last year (2023) with residents, tenants, businesses, councillors, partners, and the voluntary and creative sector.

Leader of the city council, councillor Mike Stonard, said: “We set out to do things differently by consulting more widely than ever before to develop a plan that directly responds to the challenges and aspirations of the people of Norwich.

“I’m very grateful to everyone who took part in our survey, joined our focus groups and workshops or stopped in the street to respond to our activities.”

This feedback from over 900 organisations and individuals resulted in five shared goals:

  • An open and modern council
  • A prosperous Norwich
  • A fairer Norwich
  • A climate responsive Norwich
  • A future-proof Norwich

The plan outlines what the council heard from people across the city, why these priorities have been chosen and how they will know if they’re making the right progress towards them.

Cllr Stonard added: “The approach of this plan is very different to those that have gone before, it doesn’t just focus on what the council can achieve and be responsible for alone but instead what we can achieve by working together as a city.

“We have clearly established a set of ambitions that are shared across Norwich, but we know they cannot be achieved in isolation.

“This means continuing to strengthen our collaboration with partners and co-designing solutions with our communities to deliver a future where everyone has the same level of opportunity to thrive.”

Norwich City Council's chief executive, Lou Rawsthorne, said: “One of our priorities is to continue our journey to become a truly open and modern council.

“People told us they sometimes experience challenges navigating or accessing our services and getting the right responses.

“This is really valuable feedback that we can take direct action to improve to ensure we are providing the best possible service.”

Cllr Stonard added: “This five-year plan has been designed to reflect the hopes and ideas we’ve heard from across the city with a joint commitment to making Norwich the best it can be.”
