Change of address for benefits

Please only use the change of address option if you are moving within Norwich City Council area and intend to continue claiming Housing Benefit or Council Tax Reduction.

Tell us of your change of address after you have spent the first night at your new address.  

If you are moving out of Norwich, please use the ‘End my Benefit’ form in the Change of Circumstances section in Benefits Online.

Evidence we need for Housing Benefit

If you have any proof of the change, as shown below, you should submit it when you complete the online form. Do not delay in telling us about the change if you are waiting for proof – you can submit the proof later.

1. Proof of rent liability for your new address

If you pay a private landlord or housing association, we will need to see your signed tenancy agreement or rent book as proof of your new rent liability.

2. A letter from your old landlord

If your rent liabilities at your old and new address overlap, we may be able to pay Housing Benefit on both homes for up to four weeks. In order for this to be considered, we will need a written, signed and dated letter from your landlord or landlord’s agent for your old address confirming:

a) your old address will not be relet during the notice period
b) the exact date when your rent liability will come to an end at your old address

3. Proof of any new household member

If you are moving in with someone that was not previously in your household you may need to provide proof of identity.

4. Payment details

  • If you would like your Housing Benefit paid to you directly, you will need to supply confirmation of the account you would like it to be paid in to, such as a bank statement.
  • If you would like your Housing Benefit paid to a private landlord, you will need to complete the tenant payment to landlord form and return it to us

If you are moving in with someone that was not previously in your household you may need to provide proof of identity.
