As a council, we are striving to ensure that every Norwich resident has access to a decent home that is both affordable and efficient to run.
We are working across the council to achieve this mission and work in partnership with a range of organisations to increase the provision of good housing in all tenures.
Our housing development team plays a key role:
- Negotiating with developers to provide affordable housing on private sites – in line with our planning policy.
- Enabling registered providers / housing associations to deliver affordable housing through the provision of grant funding and/or council land.
- Leading the council’s own new build programme.
Norwich has a strong tradition of council house building and our new build programme has seen a significant resurgence in recent years.

We aspire to build homes to the highest standards of energy efficiency and are taking a leading role in the development of Passivhaus construction in the UK.
In addition to developing our own ground breaking schemes, we are also investing in skills training for the sector and have established a contractor framework to drive further Passivhaus development across the region.
These activities support our ambition to make Norwich a low carbon city with good housing for all.
