Draft Houses in Multiple Occupation (HMO) Licensing policy

Consultation closed Friday 25 March 2022

Norwich City Council would like to hear from you on our proposals to improve the Houses in multiple occupation (HMO) licensing process.

The draft policy for consultation proposes a five-year standard licence term (changing from the current length of one year). This is to provide stability to continuously licensed properties and to reduce the administrative work of annual applications to the council. The council would still require production of up-to-date certification throughout the five-year period at annual intervals.

Following the recent consultation of the draft HMO Policy a number of representations were made and the following changes have been made to the policy:

  • The increase in the length of the licence from 1 year to up to 5 years, with shorter licences for those properties/landlords that may cause concern
  • Refunds may be considered in certain circumstances where the licence has been surrendered
  • Introduction of an inspection of the property before a licence is issued

If the new policy is adopted after this consultation, the date the change to the licence term is expected to take effect from will be confirmed.
