Tenants pay towards repair costs in their rent. Norwich City Council, as freeholder, is responsible for the upkeep and repair of the building, and all leaseholders are responsible for paying the cost of these repairs (or a proportion of the costs for repairs to the block) in accordance with the terms of their lease.
