We are delighted to announce the re-opening of Hay Hill.
Hay Hill re-opened to the public on 4 October, 2024 with a stunning new layout, creating a beautiful public garden in the heart of the city.
This significant revamp has transformed the space into a vibrant, accessible area which can be enjoyed by everyone.
- The new layout provides level access, steps with handrails, much more seating
- Large areas of new planting complement the existing mature trees
- New water feature flanks the relocated Thomas Browne statue and brings a new focal point and ambience to the space.
- Purpose built building to house our beloved ice cream kiosk
- Performance area for events and cultural activities
- Improved walking links between Norwich Market, Millennium Plain, Gentleman’s walk and Chantry Place.
- An attractive area to encourage investment and boost the visitor economy by improving the quality and look of the area.
This significant city centre regeneration project was completed as part of the £25m investment from the Ministry of Housing, Communities and Local Government to revitalise key areas of the city.
Background
Hay Hill, formerly the marketplace for hay and other goods brought in from the surrounding countryside, is now one of the largest urban open spaces in the city centre and is a key public space on the route between Chantry Place and Norwich Market. Hay Hill’s position in the city makes it an accessible and tranquil area right in the heart of our city.

Stakeholder consultation and engagement
As part of our public engagement, it was vital we understood the needs and thoughts of our stakeholders. We have been working directly with those in and around the Hay Hill area, groups with a particular interest in the project, and accessibility groups.
