About us

Norwich City Council is the data controller for the licensing of hackney carriage and private hire vehicle, operators, vehicles and drivers within Norwich and we have a legal obligation to process your personal information. What will we do with your data?

We use it to process your licence application.

We intend to keep hackney carriage and private hire vehicle, operator and vehicle licensing data for seven years as stated in the Retention Schedule on our website.

We intend to keep hackney carriage and private hire vehicle, driver licensing data for 25 years, as stated in the Retention Schedule in our website.

What are your rights?

You have the right to request access to your personal information to:

  • ask for errors to be corrected
  • restrict how your information is used
  • object to how it is processed
  • request that your data is deleted.

You also have the right to lodge a complaint with the Information Commissioner's Office if you are not happy with how your data is processed.

What are the consequences of you not providing data?

We will be unable to process your licence application.

How will we share your data?

Information provided for the licensing of operators is shared internally with the planning team.

Information provided for the licensing of hackney carriage and private hire vehicle, operators, vehicles and drivers is shared internally with the public protection team, the licensing committee and the licensing sub committees and externally with the Police in order that they may carry out their statutory duties.

From 1 December 2019 this authority will begin using the National Register of Refusals and Revocations (NR3). This means that from that date applications and renewals for new hackney carriage and private hire driver’s licences will be checked on the NR3.

We also share your data with the Cabinet Office as part of the National Fraud Initiative.

Where an existing licence is revoked, or an application for renewal or a new licence is refused, this will be recorded on NR3.

This authority, and other licensing authorities, will also be adding historic information on refusals and revocations of licences to the register. Historic data will not go back beyond the previous retention period of seven years. As part of this process, details of any previous licence revocation and/or refusal will be added to the register and retained for 25 years.

Apart from where previously stated, we do not pass your details to third parties unless we are lawfully able to do so for the prevention and detection of crime and fraud, or for the collection of taxes.
